Britain To Help Russia With Waste

MOSCOW (AP) - British Foreign Secretary Robin Cook 
Wednesday promised $4.8 million to help Russia process 
accumulating nuclear waste.  

He made the announcement during a visit to the Atomflot plant in 
Russia's Arctic port, Murmansk, Russian news agencies reported. 
The plant stores and processes liquid waste from Russia's nuclear-
powered icebreakers and military vessels of the Northern Fleet.  

Environmentalists have said they are worried by the nuclear threat 
from the rusting, decommissioned nuclear submarines stored in 
the Murmansk harbor.  

Cook flew to Moscow on Wednesday evening for talks with Foreign 
Minister Igor Ivanov, Moscow Mayor Yuri Luzhkov and other 
officials.  

On Friday, Cook was scheduled to visit Russia's Prime Minister 
Yevgeny Primakov, who is vacationing in the Black Sea resort of 
Sochi.  

Their talks are expected to focus on Russia's troubles with paying 
off its foreign debts, the Interfax news agency reported, citing 
Britain's ambassador to Moscow, Andrew Wood.  

Russia's Finance Minister Mikhail Zadornov said Wednesday that 
Russia is likely to default on its foreign debt if it doesn't get loans 
by May.
