RE: Benchmark for CERCLA comparison

I attended a talk on the final release survey of the RAMP Superfund Site in
Denver.  One of the things that slowed it up was that the contractor assumed
demonstrating the lower EPA 15 mrem/year figure would satisfy the higher NRC
25 mrem/y
NRC figure.  They had to go back to their report and put in two sets of
figures, one for the 15 and one for the 25 mrem limits.  I gather the NRC
and Agreement States are reluctant to acknowledge in any way the lower
number.
