To add to Roy's statement, at high pressures, tritium will migrate
through most any material, including stainless steel.

As for bag/container seals, there is no preferential path in
hydrocarbon materials (e.g., plastic bags).  It's an equal opportunity
leaker....

If you are dealing with small quantities of tritiated materials, your
best bet may be to leave them in a vent hood for a while to off-gas
and avoid future tritium contamination problems.
