I am also curious about the requirement by one government authority to fence
off an area on the company's grounds and the refusal of another government
authority to allow a zoning variance so that the fence could be constructed,
then the citing of the company by a third government authority for failure
to comply with the first authority's requirements. Seems to me that the
company should not be held liable here, rather the zoning commission that
refused to allow the construction of the fence.
