RE: Transportation of General Licensed Instrument



I didn't say that the RQ determined whether the H-3 was a hazardous
_material_. Under 49 CFR 171.8, the definition of hazardous _substance_
(for transportation purposes) is when the amount of material in one
package equals or exceeds the RQ listed for that substance. 49 CFR
172.101, Appendix A, Table 2, lists radionuclides and their RQ's by Ci
and TBq.

Even for a limited quantity authorized under 49 CFR 173.421, et. seq.,
if the hazardous _material_ also meets the definition of hazardous
_substance_, then you need a shipping paper. If not, then you can use
thelimited quantity declaration.

The terms "hazardous material" and "hazardous substance" are _not_
synonymous in DOT.
