Emergency plan for Sterilization Facility

Radsafers,

I am looking for guidance documents on and/or examples of emergency action
plans applicable to radiation incidents at a commercial megacurie Co-60
irradiation/sterilization facility.

The facility would not be in the US, so IAEA or other non-US guidance would
be especially welcome.
