          I disagree with Bill's characterization...  I'm not sure the DOE's 
          track record is one I would quote.
          
          I can sympathize with this issue as I am sure many HP's can.  
          Bill's "beat'em over the head" approach is not one that works from 
          my experience and kills any potential relationship with your 
          workforce and what turns our "customers" off.  I charge for the 
          service so these people are truly customers..  
          
          I have set up administrative points of contact in each lab group 
          (separate from the permit holder or PI) to assist my office in the 
          distribution and collection of the badges.  This has worked out 
          fine and we have seen an improvement, but not perfect, in our 
          returns.
          
          I find a personal visit to the cath lab and radiology around 
          change time along with friendly reminder postings works well too.
          
          Sorry Bill but I think for this community of M.D's you get more 
          with a smile a little persistence and patience than with a hammer.
