Thank you Elizabeth for that rundown.  The "Petkau effect" was brought up by
Sternglass at a hearing in Denver in, I believe, 1968.  The idea of greater
effect per unit dose at lower doses has been kicked around for a long time,
and there was once an attempt to get EPA to buy it instead of the LNT
theory.  excpet for Sternglass., I don't think there is any evidence for it.

Clearly only my own opinion.

I got on www.radiation.org yesterday and was reading about the Radiation &
Public Health Project's (RPHP) Tooth Fairy Project. There's also an
interesting
summary about their "Radiation and Health Seminar" conducted on May 25 of
this
year in Westhampton Beach, New York.  The purpose of this seminar was to
appeal
to the public in Nassau and Suffolk Counties, New York to donate their
children's baby teeth and why the RPHP feels this study is so important.
