The sewage sludge survey addresses NORM as well as licensed material. Thus, the guidance will (attempt) to address all significant sources of radioactivity that end up in sewage sludge.
I agree, the task of developing concentration to dose factors is certainly going to be difficult.

Will this "guidance" include NORM?
I'm sure glad that somebody else is tasked to come up with the "concentration to
dose factors". That sounds like mission impossible! And, assuming that it is
possible, how to relate concentrations (in what?) to releases at facilities?
