Grotto, #2 Broadway, Oakland, CA (510) 444-3456.  Dinner reservations are due by

There will be a cash bar at 6:00 p.m.  Dinner at 7:00 p.m.  And our guest
speaker and panel discussion following dinner at 8:00p.m.

Guest Speaker - Our kick-off dinner speaker for the 1999-2000 chapter year is
Gary Zeman!  Gary will be speaking to us about his experiences with External
Regulations: LBNL Pilot.  The concept of external regulation of DOE facilities
has been around for several years.  In 1994, legislation was passed requiring
study of external regulation for DOE facilities.  In 1995, DOE created an
Advisory Committee on External Regulations and in September 1996, NRC adopted a
new position favoring regulating DOE.  Three facilities were reviewed during the
pilot; October 1997-January 1998 onsite review at LBNL, February 1998-June 1998
onsite review at Oakridge, and May 1998-August 1998 and onsite review at
Savannah River Site.  As if that wasn't enough, an OSHA pilot was held at LBNL
in January 1999. The State of California played a significant role in the
pilots.  As a potential external regulator of Berkeley Lab - DHS was involved in
the NRC pilot and Cal OSHA was involved in the OSHA pilot. Gary plans to share
with us some of his insights about his experience with the whole process as the
Radiological Control Manager at LBNL.

A panel discussion will be held at the end of Gary's presentation to answer
additional questions you might have about the external regulation process and
perceived impacts on your facility or favorite regulator.  Ed Bailey from the
State of California, Joe Krupa from the Oakland DOE Office, and Gary Zeman will
comprise the panel to discuss the pros, cons, and impact of this form of
regulation.

Now for some history about our guest speaker.  Gary Zeman presently holds the
position and title of Radiological Control Manager at Lawrence Berkeley National
Laboratory (LBNL).  Gary came to LBNL in July 1997 right in the mist of the
external regulation process.  He brought with him a B.A in Physics from St.
Mary's College, Winona, MN; a M.S. in Physics, from the University of Minnesota,
Minneapolis, MN; and a Sc.D. in Radiological Physics from the School of Hygiene
and Public Health, The Johns Hopkins University, Baltimore, MD.  He is a
Certified Health Physicist and is an active member of the Health Physics Society
and Sigma Pi Sigma Physics Honor Society.  A short summary of Gary's health
physics experience includes:
… 20 year retiree as U. S. Navy Medical Service Corps Officer, Radiation
Specialist, with rank of Commander:
… 6 years as Radiation Safety Officer of Bethesda Naval Hospital;
… 8 years at AT&T Bell Labs (and Lucent Technologies) as Manager of Radiation
Protection and Product Safety
… Adjunct Associate Professor, Georgetown University
… Research Assistant Professor, Uniformed Services University of Health Science,
and
… Consultant/Committee member for NATO, CIRRPC, NASA, NOAA, State of Maryland
