In my humble opinion it never "makes sense" to allow TLDs outside of the
environment in which you are trying to determine the dose to a worker. It
doesn't make sense to me that the the responsible facility would want to
confound its findings of worker dose by deliberately permitting practices that
can result in TLD exposures to radiation not under its control. It seems to me
that allowing TLDs off site results in the dose to the worker from sources under
the responsible facility's control always being unknown.
