Re:EPA's public exposure limit of 10 mrem/yr EDE

To my knowledge, the 10 mrem/y is mentioned only in Subparts H (DOE other than
radon) and I (other fed facilities except NRC) of 40 CFR 61. If you look in
EPA's Subchapter F (Radiation Protection Programs), you'll find the "annual dose
equivalent" limits of 25 mrem whole body, 75 mrem thyroid, and 25 mrem to any
other organ. Subchapter F includes 40 CFR 190 (uranium fuel cycle), 40 CFR 191
(disposal of spent fuel, HLW, and TRU waste) and 40 CFR 192 (uranium and thorium
byproduct material). Interestingly, the way our site's Record of Decision was
written, we're required to demonstrate compliance with both 40 CFR 61 Subpart H
(10 mrem EDE) AND 40 CFR 192 Subparts B and D (25, 75, and 25 mrem as listed
above) during implementation of the remedial action.

Hope this helps.
