Can someone help me with what I'm missing?

Incident rate of still births to total county births:

3700/253,700 = 0.01458

Incident rate of still births to total worker births:

130/9130 = 0.01424

% Difference = .00034/0.01458 * (100) = 2.3%  LOWER for plant workers.

Dr. Louise Parker, of the Royal Victoria Infirmary in Newcastle upon
Tyne, and colleagues linked birth registration data with information on
radiation exposure for men employed at a nuclear reprocessing plant in
Sellafield. Of nearly 250,000 livebirths and more than 3,700 stillbirths
in the county of Cumbria between 1950 and 1989, approximately 9,000
livebirths and 130 stillbirths involved partners of men working at the
plant.
