Evaluating, and Reporting Radioactivity in Solid Wastes and Releases of
Radioactive Materials in Liquid and Gaseous Effluents from Light-Water-Cooled
Nuclear Power Plants, provides the answer.

Batch release is defined as "discontinuous release of gaseous or liquid effluent
which takes place over a finite period of time, usually hours or days."

Continuous release is defined as "release of gaseous or liquid effluent which is
essentially uninterrupted for extended periods during normal operation of the
facility."
