The simple answer to Steven Rima's question is: "No, even if the plant took
full advantage of the applicable limits, it would not be possible for an
idividual living at the plant boundary to receive a dose legally of 100
mrem/year." This would include an individual whose house was built at the
boundary with a mylar wall facing the plant and fans that continually maximized
outside air exchange. Such an individual could also work at home, have all
outside supplies delivered to the home and not visit anywhere away from the home
and still not receive the 100 mrem/year. To maximize her dose she could place
the home on wheels and move it around the plant boundary as the wind shifted and
have someone bottle water for her from near the plant's liquid discharge. Or
she could just move to Denver.
