As per Canadian Standard, CSA 288.2, and if I remember well (I do not have
it here right now):
short term release (10 min to 1 hour)
prolonged term release (1 hour to 24 hours)
and (I assume) long term release > 24 hours.
Generally, the Gaussian dispersion is defined for each term and it reflects
the probability of wind directions and other weather characteristics.

Also, what ultimately dictates whether an atmospheric release is considered
