Thanks for the clarification on the NRC soil limits - and for providing the
link to the Federal Register notice.
I believe that many will use the default DCGLs for soil concentration rather
than develop site-specific parameters to use in modeling codes. Of course
this will depend on the resulting MARSSIM sample size using the default
DCGLs - if the sample size is deemed too high, then the opposite is true and
the decision favors the site-specific modeling approach.
However, those wanting to use the NRC default DCGLs for initial planning
using the MARSSIM approach may run into difficulty. As you know, not only
are DCGLs necessary for the MARSSIM design, but also the area factors are
needed. Does the NRC have any plans to issue screening model area factors?
If not, then many who would otherwise use the screening values in their
survey designs will be forced to determine site-specific DCGLs for that
reason alone.
