Rules can always be modified to meet the needs of the day. What was
important 20 years ago may not be the norm of today. Rules are not static
and should be dynamic. Lastly, the list moderator who takes on all of the IT
and moderation duties has the responsibility to establish the rules, or, he
who holds the ball makes the rules. That worked for me for 61 years!

Actually, the rules clearly state "When posting to the list include at least
your full name and preferrably, if applicable, address, professional
details, etc."
Note the preferrably, it is a suggestion and not a requirement. It has been
this way since July 2008, the last time that the rules were modified: see
for example: http://health.phys.iit.edu/radsaferules.html
In fact, the preferrably may be dropped shortly. Another change likely to be
coming is that the list will likely set the default reply back to the list.
