try contacting the folks at  http://www.hercules-390.org/  to see if they can help you with the original software.

Hercules is an open source emulator software implementation of the System/370, ESA/390 and z/Architecture mainframe architectures. Hercules runs under Windows and Linux, as well as under various other Unix or Unix-like systems on Intel Pentium and other hardware platforms including Alpha, Sparc, and Mac.
 
On their FAQ page there are are multiple links to obtain the OS360 software as well (FAQ 2.04)

Being open source, this is all free to use, but implementation probably won't be painless.
