Nagasaki doses

I just ran across a letter to Lancet (vol 349, #9027, 31 Aug. 1996)
concerning a declassified memorandum about residual radiation in
Nagasaki. Supposedly there were hot spots some 15 km from the bomb
hypocenter which had radiation levels higher than those at the
hypocenter. Does anyone know if this information was ever considered in
the dosimetry used to determine the dose-response relationships which
are so basic to rad protection?
