Draft Report on DOE facility risk

At least two members of Congress, one being our beloved Senator Jeff
Bingaman from New Mexico have stated they are introducing legislation to
compensate workers as a result from this "report."  I intend to write
Senator Bingaman and would encourage others to do so.
