NCRP 45 (1975), page 83, Table 24 Degree of radon daughter equilibrium has
the following relative activities of
Po-218 : Pb-214 : Po-214 for outside air:

Condition not given 1 : 0.8 : 0.8

Rural 1 : 0.6 : 0.5

Urban roof 1 : 0.7 : 0.6

Urban street 1 : 0.6 : 0.4

Urban street 1 : 0.8 : 0.8

It also has this to say:

"The short-lived daughter products of radon can approach radioactive
equilibrium whenever there is no opportunity for separation from the source
of radon. This can be true outdoors during inversions."

Note the average of the values given for the relative activities Po-218 :
