Jay,

You're correct. Both parties are at fault. The rad. protection 
community should take issue with the legislation as it exists. Fair 
compensation for those who are truly injured should be provided. This 
should not be a radiation welfare bill, where all one need to do is 
prove they were exposed to radiation.
