I do not know about the US regulations, but there exist international
regulations about the transport of dangerous goods by post, by rail, by
road and by air. These regulations include radioactive material and they
might well be different from any nationally defined "exempts". I suppose
information on air transport can be obtained from IATA, but I do not have
any web-address.
