	Might work, except that class actions will fly only where some or most
of the plaintiff's are unknown to those first filing the suit.  Here,
however, the facilities harmed are easily known or knowable.  So the suit
would thus simply be a 'multiple plaintiff' suit. Still, it certainly has
merit.
