RE: ALARA Analysis cost per rem

Tim:

Here are a few references:

1.	IAEA Safety Series No. 109: $200 per person-rem (range of $100 to
$400 depending upon specific country's economy/society)

2.	NUREG/BR-0184: $2,000 per person-rem. The basis for selection of
the $2000 per person-rem value is set out in NUREG-1530 (NRC 1995d)

3.	10CFR50, Appendix I, Section II,D: $1,000 per total body man-rem and
$1,000 per man-thyroid-rem. However, with respect to 10CFR50, I found this
from Al Tschaeche in the RadSafe Archives:

"The $1000 per man-rem that the NRC had used in 10CFR50 up to a short time
ago (it's $2000 now) was originally developed for dose to the public from
effluents from licensed commercial nuclear power plants. It was never
intended to be a value to be used for radiation workers. (information,
unless someone in the NRC knows better)."

4.	A Manual for Implementing Residual Radioactive Material Guidelines,"
ANL/ES-160, DOE/CH/8901, Argonne National Laboratoy, Energy and
Environmental Systems Division, June 1989. $1000/person-rem (citing 10 CFR
50, Appendix I; and "Safety Goals for Nuclear Power Plants," NUREG-0880,
1982).

5.	ANL/ES-160 also contains a table (Table 5.1, p. 90) summarizing
"examples of expenditures to limit cancer risk" derived from from NRC and
EPA criteria and guidelines. Range is from $1 to $200 million per cancer
averted, which are equivalent to $125 to $25000 per person-rem
(1.24E-4/person-rem).

6.	"Applying the ALARA Process for Radiation Protection of the Public
and Environmental Compliance with 10 CFR Part 834 and DOE 5400.5 ALARA
Program Requirements --Volume 1-- Discussion (Draft)" Available in PDF
format at http://tis-nt.eh.doe.gov/oepa/guidance/aea.htm. $1000-$6000 per
person-rem w/nominal value of $2000 per person-rem.

There's a lot on this subject out there. I would say the current standard
is best quoted as "at least $2,000 per person-rem."

Subject: ALARA Analysis cost per rem

Greetings all:

I have seen ALARA Reviews/Analyses in which a dollar figure is assigned to
dose saved. Sort of an acceptable cost per rem saved idea. However, none of
my references indicate what the magnitude if the dollar figure might be, and
a web search did not turn up anything. Does anyone know of a reference that
details acceptable cost per rem for ALARA analysis? Any help is appreciated.
