Transportation Changes July 1



The Department of Transportation will publish in Part II of the Federal 

Register on Thursday, June 21, 2001 the Final Rule HM-215D which will 

partially implement IAEA TS-R-1 (ST-1, Revised).  This "band-aid" rule will 

permit the use of most of the new proper shipping names and UN numbers in 

addition to the old proper shipping names until IAEA TS-R-1 (ST-1, Revised) 

is fully implemented in approximately 1-3 years.



This means that shippers using FedEx and other air carriers must use the new 

system of proper shipping names and UN numbers beginning July 1, 2001.  Note 

that IAEA TS-R-1 (ST-1, Revised) has not been adopted by the US, therefore in 

order to comply with both 49 CFR and ICAO/IATA the smaller of the applicable 

Type A quantity must be used.  This also applies to the definition of 

radioactive material and the new exempt material and exempt consignment 

limits.  Also, note that under ICAO/IATA the UN number for the excepted 

packages must be marked on the package.
