No doubt it can.  And the more we stress that the results will be national

panic, the more likely it is.  I've even read statements that "if you think

the WTC attack was bad, what if the next one involved a nuclear plant?"



All I'm saying is that the real consequences, in terms of death and

destruction (excluding the results of needless radiophobic panic) would be

much less than could result from hundreds of more effective scenarios such

as the sort I've previously mentioned.
