The long awaited Probability of Causation (PC) computer program
(DRAFT) for use with the DOE Worker Compensation Program has been
posted on the Internet for comment. It can be found at (
http://www.cdc.gov/niosh/ocas/ocasirep.html#irep) along with guidance
and supporting documents.
The web-based computer code is called the Interactive
Radioepidemiological Program (IREP), and was produced NCI/NIOSH for
use in the DOE Worker Compensation Program. The computer program is
also referred to as NIOSH-IREP. It is intended for future use by
government officials administering the program (HHS, specifically
NIOSH), as well as individuals seeking compensation under the Energy
Employees Occupational Illness Compensation Program Act (EEOICPA).
The citation in the Federal Register from HHS concerning guidelines
for determining PC is 66 FR 50967, October 5, 2001, and the comment
period ends December 6. The proposed regulation is designated 42 CFR
Part 81.
No doubt many of you will want to evaluate this VERY IMPORTANT
proposed rulemaking, and the actual PC computer code for use and for
technical content. The NCI basis document for the models and other
parameters used by the program is apparently not available at this
time.
The public may comment on NIOSH-IREP at any time, and can be done
electronically by e-mail to (ocas@cdc.gov).
A companion citation is 66 FR 50978, which proposed regulations for
the methods to be used for Dose Reconstruction for use with PC
calculations (to be found in 42 CFR Part 82).
Please be aware that this change with the PC calculations completely
revamps the old NIH/NCI Tables from 1985!
