You might look at a copy of NCRP report No. 138, Management of Terrorist

Events Involving Radioactive Material.  It provides very general guidelines

which each entity must implement within their scope of capabilities.  Also,

there is a course taught at the Radiation Emergency Assistance Center /

Training Site, on Health Physics in Radiation Accidents shich gives more

tangible guidance.
