Pretty big source.  Not many around.  All are locked.  Shields are really really heavy.  Stolen source (only) gives thief 1-2000 R/hr at a meter.  He has a few days to accomplish his mission, then is too sick to go on.

Really really unlikely.  However, I advise current owners to review their theft protection against suicide terrorists.
