Could one infer that this is a "paid advertisement" and not peer reviewed?

For many years, for many journals, publication costs were partially defrayed

by page charges, usually paid by the university or company of the authors.

Some journals did not require page charges.  Some organizations would not

pay them.  All of this was generally under the surface and unremarked.



The PNAS notice is a response to Title 18 United States Code, Part I,

Chapter 83, Section 1734, which reads:



1734. - Editorials and other matter as ''advertisements'' 



Whoever, being an editor or publisher, prints in a publication entered as

second class mail, editorial or other reading matter for which he has been

paid or promised a valuable consideration, without plainly marking the same

''advertisement'' shall be fined under this title.



PNAS claims, and I believe them, that this notice is pro forma and does not

signify any difference in the journal's normal rigorous peer review of the

articles that carry the notice and those that don't.  Instead it signifies

that the author's organizations were willing to partially defray the cost of

publication, in some cases saving U.S. taxpayers some money.
