On the subject of exposure limits and LNT: wouldn't it be
nice if the "powers that be": EPA, NRC, ICRP, IAEA,
whomever; would recognize the special
circumstances we are living in now (wartime) and state that a new dose limit,
and associated contamination limits, exist for up-to-one year in the area
affected by a terrorist attack? We could help "them" chose the numbers, but they
would be based on avoiding prompt effects and on
"reasonable risks" (smaller than smoking, flying or driving. Smaller even than
construction work!).
I can't defend the numbers, but you get the
idea: special times call for special (Home Land Security)
circumstances! Happy New Year.
