It sounds to me like this is "background" radiation, UNLESS the "required ventilation" is to specifically support the licensed activity, and would otherwise be different, and not enhance the radon.  It doesn't matter whether the licensee is licensed for radium or radon, as the regulation specifically says it includes unlicensed sources (e.g., x-ray exposure - except medical, where the employee is the patient).
