Good Day:
Late last year, the NRC's Office of the Inspector General released a
report critical of the agency's decision not to shut down the
Davis-Besse
nuclear plant despite having drafted a shutdown order.
UCS submitted a Freedom of Information Act (FOIA) request for the
transcripts and summaries of interviews conducted by OIG while preparing
this report. The documents we have reviewed to date are posted
online at:

There are 24 transcripts and summaries posted, including the interviews
of NRC's Sam Collins, Jack Strosnider, John Zwolinski, Jim Caldwell,
and several unidentified staffers. Included in the transcripts are
staffers
who voted "yes" and "no" in the allegedly "unanimous" staff decision.
Apparently, "unanimous" to the NRC means that everyone voted - not
that everyone voted the same way.
As indicated on the cited web page, both Sam Collins and John
Zwolinski state that Dominion did the right thing when they shut
down their Surry and North Anna nuclear plants in late 2001, instead
of continuing to operate them into 2002. Mr. Zwolinski goes on to
question how the agency can have any trust, faith, or confidence
in anything provided by FirstEnergy.
All told, there's a few hundred pages of transcripts and interview
summaries.
