Anyone perform risk assessment for the purpose of establishing regulations

and/or procedures, should become thoroughly familiar with the principles of

Risk Homeostasis, particularly the works of Dr. Gerald JS Wilde,

Professor of Psychology at Queen's University in Kingston, Ontario, Canada.
