Re: NCRP bias?
Howard, et al,
Just about all physical, chemical, and biological stresses are harmful
at sufficiently high doses, yet are benign or even beneficial at low dose
levels. So, what is so special about ionizing radiation that an NCRP, or for
that matter an ICRP, UNSCEAR, NRC, or the multitude of other organizations
dedicated to controlling radiation exposure are needed?

P.S. In case the answer to the above question is that these organizations
are needed because of the inordinate public fear toward radiation, than I
would ask whether their existence does more to assuage this fears, or to
stimulate it.
