Summary of Duties and Responsibilities:  This position is located at the Radiological and Environmental Sciences Laboratory (RESL).  The incumbent will assume the responsibilities of the Performance Evaluation Program Administrator (PEPA) for the DOE Laboratory Accreditation Program (DOELAP) for Radiobioassay.  Radiobioassay DOELAP uses performance testing and onsite assessments to evaluate and accredit laboratories that perform in-vitro and in-vivo radiobioassay analyses and measurements in support of DOE and DOE contractor worker radiation protection programs. The PEPA plans, coordinates, administers and provides technical direction to the overall accreditation process; coordinates the preparation of performance evaluation materials that are traceable to national standards; schedules site assessments; trains and assigns assessors; evaluates the results of performance tests and site assessments; reports results to cognizant field organizations and managers of DOE and DOE co

ractor programs; and makes technical and accreditation recommendations to the Radiobioassay DOELAP Oversight Board and the Headquarters DOELAP Administrator.  The incumbent provides technical and programmatic leadership to the Radiobioassay DOELAP team, and assists RESL management to develop and manage an operating budget.  Experience with an in-vivo radiobioassay measurements program will be particularly helpful.  The incumbent conducts research and development to improve Radiobioassay DOELAP operations and their technical basis and, as needed, performs other radiochemical measurements to support other RESL programs.  This requires planning, execution, and reporting of the results. Original scientific findings are reported in professional journals, DOE reports and at professional and technical meetings and symposia. The individual must have the education, career direction, communication skills and technical ability to perform as an expert in radiobioassay measurements, and

 represent and defend the DOELAP program and its technical basis to other national and international experts.  The incumbent must be selfmotivated and work well in a cooperative team environment. Good communication skills, oral and written, technical and nontechnical are necessary to be successful in this position. The incumbent must be able to interact successfully with all levels of contractor and DOE management. 





Qualification Requirements:  You must have specific experience or education as stated in the OPM Qualification Standards Handbook for General Schedule Positions, which is available for review in any Federal Personnel Office.  A combination of education and experience may qualify you for this position. 







BASIC REQUIREMENTS:  Chemist, GS-1320



A.   Degree:  physical sciences, life sciences, or engineering that included 30 semester hours in   

chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.  OR

B.   Combination of education and experience-course work equivalent to a major as shown in A above, 

       including at least 30 semester hours in chemistry, supplemented by mathematics through differential 

       and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or 

       additional education.



BASIC REQUIREMENTS:  Physical Scientist, GS-1301



A.  Degree:  physical science, engineering, or mathematics that included 24 semester hours in physical  

      science and/or related engineering sciences such as mechanics, dynamics, properties of materials, 

      and electronics.  OR

B.  Combination of education and experience-education equivalent to one of the majors shown in A 

      above that included at least 24 semester hours in physical science and/or related engineering  

      science, plus appropriate experience or additional education.  



Specialized Experience: You must have at least one year of specialized experience equivalent to the next lower grade in the Federal service.  This experience should be in, or directly related, to the line of work of the position to be filled, thus equipping you with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.  Time-in-grade provisions of 5 CFR 300.604 apply for status candidates.



Selective Factor:  In addition to the general and specialized experience, you must meet the following selective factor to be considered at the GS-14 grade level:  You must have broad knowledge of and experience in radiobioassay measurements.  This includes experience as the technical lead and/or supervisor/manager for a radiobioassay program, and the demonstration of expertise through such means as publications and/or participation on pertinent professional standards group(s).   



Knowledge, Skills, and Abilities (KSA’s):  You should submit a narrative statement on a separate page(s) with specific responses to the knowledge, skills, and abilities (KSA's) in this announcement.  Failure to submit your narrative response to the KSA's for this position will negatively affect your rating for this position.

1. Demonstrated knowledge and experience to apply program management principles and practices in the coordination of a performance evaluation program for radiobioassay measurements as described in the summary of duties and responsibilities.  This is a critical skill and thus is double weighted.



2. Demonstrated knowledge of the principles, theories, practices, and methodologies of analytical radiochemistry and instrumentation sufficient to perform radiobioassay measurements and calibrations, and to develop new or improved methods.  Experience and demonstrated expertise in in-vivo radiobioassay measurements and gamma spectroscopy will be given added consideration.  This is a critical skill and thus is double weighted.



3. Demonstrated skill and ability to design and conduct experiments, to analyze and draw conclusions from the data, and to solve complex technical problems in analytical radiochemistry and radiobioassay measurements.  



4. Demonstrated knowledge of computer systems sufficient to perform word processing, develop and maintain databases, and perform statistical analysis of performance test data. 



5. Demonstrated skill in preparing and presenting effective oral and written presentations on related scientific topics, and other technical and programmatic issues, to technical and nontechnical audiences.  Published peer reviewed articles and conference presentations on health physics topics are desirable.
