Technically, in the U.S., the EPA has the responsibility for setting actual 

standards, and the NRC implements them via regulation and their licensing and 

inspection programs.  The 25 rem for first responders is a recommendation by 

the EPA, and not a legal limit.  Responders may voluntarily exceed the limit for 

the purpose of life-saving.
