Careful: two entirely different issues here. NOS (no other specification) 

refers to the type or form of material being shipped (part of the "shipping 

name")

RQ (reportable quantity) is a (US EPA) requirement added to the shipping 

name indicating that the quantity of the material is "reportable" if 

lost/misplaced (under EPA rules for hazardous substances).
