If you would like to speak to someone with tons of hands on experience in that area, contact Jim Foster @ Fernald Environmental Project in Ross, Ohio.
1-513-648-5888 is the last number I have for him. He knows his stuff and has daily operating experience with excavations in contaminated soil etc.
