Re: nuclear weapons

In the recent past when one needed to ship radioactive materials it was

simple matter of contacting a transporter and making sure the receiving facility

had the approprate permits to possess the materials shipped. No one but the

parties to the shipment were aware that the shipment was being made, who was

carrying it, who it was going to, or when it was to arrive. The opportunity for

theft or diversion was minimal.

Today, if one wishes to ship greater than "quantities of concern" of

radioactive materials, one must notify everyone along the way and a variety of

regulatory agencies. These notices must provide all of the details of the shipment

and must be issued far in advance of the shipping date. With dozens of persons

involved, this provides the perfect opportunity for persons that wish to steal

or divert the shipment content.

Seems that the old way provided better security as only the shipper,

receiver, and transporter were aware of the details and all had a vested interest in

insuring the safe movement of the load.
