DIRECTOR
RADIATION EMERGENCY RESPONSE AND DOSE ASSESSMENT (RERDA)
EXEMPT, EEO-1 Category - Officials and Managers
PURPOSE: Provide management, scientific and technical leadership for the
RERDA Program for ORAU and REAC/TS for the Department of Energy (DOE) by
establishing goals and objectives, developing new capabilities and
customers, and managing activities under technical support contracts.
ESSENTIAL JOB FUNCTIONS INCLUDE:
Program Management: Providing leadership, management, guidance and
technical support for RERDA, REAC/TS, Department of Homeland Security's
(DHS) Nuclear Incident Response Team (NIRT) and the World Health
Organization (WHO) for response to radiological emergencies by setting
priorities and allocating resources; managing and reviewing technical
work; and providing assistance in support of DOE, WHO, DHS, and the
International Atomic Energy Agency (IAEA) in the areas of medical
response to radiological emergencies, continuing medical education and
accreditation and development of supporting regional and national
readiness exercises and training materials.
Program Development: Developing new funding sources and expanded work
through understanding customer needs, conceptualizing potential
solutions, promoting creative thinking in funding opportunities, teaming
with other units where appropriate and developing proposals.
Financial Management: Managing allocation and expenditure of financial
resources to meet program goals and objectives to include preparing and
managing multi-million dollar budgets ensuring that program expenditures
are within budget and are an allowable cost.
Human Resource Management: Ensuring that programs are developing the
needed technical expertise to meet current and future customer needs and
that staff performance meets or exceeds customer expectations by
conveying direction to the staff, monitoring staff performance,
establishing staff career development expectations and effective
delegation of authority.
Strategic Planning: Participating as a member of ORAU management to
develop strategic goals and business objectives to include developing
new capabilities and ways of doing business.
REQUIREMENTS: M.D. or D.O. with experience in medical management of
radiological emergencies; or Ph.D. in Radiation Biology, Epidemiology,
Health Physics or Physics; and more than ten years experience. No
equivalency will be accepted. Must possess a thorough knowledge of
medical management of radiation emergencies and specialties such as
health physics and human radiation biology. Experience coordinating
DOE's management of radiation emergencies; DHS's programs related to
radiation terrorism; and WHO and other international organization's
response to radiation emergencies or related programs desired. Must
possess leadership experience selecting and directing a diverse
technical and scientific staff and assessing staff performance; program
management and development; establishing program goals and objectives
and strategic planning; and financial management of multi-million dollar
budgets. Must possess good oral and written communication and
interpersonal skills as well as very good customer service and
supervisory skills. M.D. or D.O. candidates must currently possess or
be able to obtain a medical license in Tennessee within one year. For
Health Physics or Physicist candidates certification by the American
Board of Health Physics or American Board of Medical Physics is
required. Certification is not required for those candidates with a
Ph.D. in Epidemiology or Radiation Biology. Must possess or be able to
obtain a DOE "Q" clearance in a reasonable period of time and to
maintain the clearance. Significant travel required.
