RE: NJ Gets Seaport Radiation Detector



It seems that the EPA is trying to do some homework

for a pilot seaport scrap metal monitoring program...



I received the following message a while back:



EPA Task to CRCPD E-23 Committee 



 Monitoring for Radioactive Material at State and

International Borders 



Objective: 

There is limited information on radiation monitoring

systems set up to track radioactive materials entering

and traveling through states. These may be materials

that are traveling interstate or entering from

international borders, including land and sea ports of

entry.  This project will document current or planned

State practices, protocols and responsibilities in

this area and identify technical and non-technical

issues that might affect a State.s ability to manage a

radiation monitoring program.  It is anticipated that

this information can be obtained through querying the

states on selected topics relating to radiation

monitoring systems and collating the responses. The

information is being collected to benefit the EPA

pilot program on seaport radiation monitoring of scrap

metal. For the purposes of this project, however, the

monitoring of all radioactive material by the State

will be considered.



Specific Areas of Interest: 

1) Current or planned radiation detection systems at

international borders or state boundaries. 

2) State responsibilities for the management and

transportation of radioactive materials across state

lines. 

3) Current State procedures, practices and protocols

for radioactive material monitoring along

transportation routes. 

4) Operational parameters of current systems,

including acceptable detection levels, source

disposition options, notifications and criteria for

deciding .who pays. for disposition.

5) Monitoring activities of trucking, rail companies

and other industries to detect radioactive materials

that are known to the State.

6) Technical and non-technical issues, including those

related to litigation, that may affect a State.s

ability to manage a radiation monitoring program,

including issues such as detection, response to

detection and disposition of found sources.
