You might try: Lab Safety Supply, Safety Central, or Gempler's.com.  If the NIH has a contract with Cardinal Health (seems like a whole mess of folks do), you might just write a requisition for the respirators, and let Cardinal figure out whom they want to use as a supplier (might be cheaper, too).
