New uploads

The USEPA guide to NESHAPS compliance is now available on the check source
BBS, the ftp server here at romulus (pub/radiation/files/neshaps/guidecmp.zip,
and the gopher server here at romulus.

On the check source bbs (217) 244-6954, look in the HPS files area for the file.
