good question about a nebulous topic.  at uiuc we require purchase of 
counting standards and check sources in exempt quantities and all 
generally licensed sources requiring leak tests to be purchased via the 
procedures that apply to licensed material (we approve the purchase and 
assign an inventory control #).  our rationale for tracking purchase of 
exempt check sources is that it does not require our purchasing dept. to 
make value judgments/differentiate between "exempt" and "licensed"; 
personnel in purchasing see "radioactive" on the purchase requisition 
and forward any strays to us.... this keeps it nice and simple for them. 
it hasn't created a headache for us.   
 
i'm sure you will get many different responses on how others handle 
exempt sources. disclaimer: i speak only for me.
