Neither attenuation or scatter, which is usually more important, are
taken into account in the calculation of the specific gamma constant.
As far as the constant is concerned, they, and their units, are
irrelevant.  You are right that if attenuation is considered, you'd
need to know the attenuation factor for air (or whatever medium the
rays must pass through to reach the point of interest).
