I read your message with interest. Have you thought about contacting the
IAEA to see what if any information they may have regarding this topic.
In particlar, the IAEA Safety Series Publications may contain some useful
information. I have a copy of an 1982 IAEA Safety Series Report No. 55,
"Planning for off-site response to radiation accidents in nuclear
facilities. Although dated, it contains some useful information. I
would also believe, that in addition to IAEA, the Armed Forces
Radiobiological Research Institute may have some information relative to
the specific questions you asked. Please me know if you would like me to
