Thyroid Shields

I have a situation where people are arguing over the need and
more pointedly who should pay the costs of thyroid shields for
fluoroscopy.  Is there anyone out there who knows of an author-
itative source recommending the use of thyroid shields, when they
are advisable or conversly that they are a waste?  Thanks for
any assistance in advance.
